Position Summary:
The Center for Anesthesia and Perioperative Economics (CAPE) Manager will facilitate and lead day-to-day operations for CAPE and its Incubator Team while contributing to the performance of the ASA Quality Division. CAPE focuses on developing and executing a long-range economic strategy for the ASA with regard to how anesthesiologists engage with the economic dynamics of facilities, health systems, and payers. Working closely with the Chief Quality Officer, the position requires the ability for the candidate to bridge association management with public policy and data analysis.
 
Primary Position Responsibilities:

  • Manage day-to-day operations of CAPE, including communication with physicians, documentation of meetings and deliverables, and implementation of strategic priorities.
  • In coordination with the Chief Quality Officer, Director of Payment and Practice Management, and CAPE physician leadership, establish and act upon CAPE goals, priorities, and work plans.
  • Assess and communicate federal rules and regulations to appropriate stakeholders as it pertains to ASA economic strategy.
  • Develop future-forward policy objectives and tactics to ensure ASA economic strategy is implemented.
  • Explore and propose appropriate databases and data sets for completion of CAPE-directed projects.
  • Coordinate among ASA divisions and departments, including advocacy, quality, marketing and communication, education, and meetings.
  • Working with the Chief Quality Officer and Director of Payment and Practice Management, identify opportunities to promote CAPE through regulatory and payment channels as well as within ASA membership.
  • Provide primary staff leadership, subject matter expertise, and operational oversight for specific ASA member committees.
  • Effectively use interpersonal skills in work group, committee, cross-staff collaboration, and physician engagement.
  • Demonstrate initiative and self-directed learning and implementation of actions.
  • Contribute to ASA responses to requests for information, proposed rules, and research initiatives.
 
Position Qualifications:
  • Bachelor’s degree in related fields such as Health Policy, Economics, Statistics, Political Science, or related fields. Master’s degree or equivalent experience highly desired.
  • Minimum of 5 years of experience with payment policy, government relations, economic modeling, or other related experience.
  • General understanding of federal payment policies and state-level operations of private payers and Medicaid policies. Anesthesia payment experience preferred.
  • Experience in developing or influencing federal payment programs as well as federal regulatory or policy initiatives.
  • CMS payment background is a plus.
  • Project management experience.
  • Knowledge of health care policy, health care financing and health system management.
  • Experience in working with technical expert panels, committees, or other groups.
  • Highly developed interpersonal skills, affinity for networking, and demonstrated high level of confidence and poise with a strong service orientation.
  • Ability to analyze data, communicate with stakeholders, and develop recommendations for solving problems while exhibiting realistic understanding of issues.

Position Compensation:
This position is an exempt/salaried position. The target hiring pay range for this position is: $92,711.00 to $115,889.00 annually. This position is not eligible for a yearly bonus/incentive.
 
Compensation decisions consider a wide range of factors, including but not limited to relevant experience, skills, certifications, business needs, and organizational policies.

Environment:
While performing the duties of this job, the employee regularly works in an office environment with light noise. Work may be frequently interrupted. The employee will spend most of the workday sitting, computing, and talking/hearing. May require lifting (boxes) in the 10-25 lb. range requiring the ability to bend at the waist and knee.
