Position Summary:
The State Affairs Associate is responsible for assisting the Director of State Affairs in advancing ASA’s state legislative and regulatory agenda. This will be accomplished by monitoring and analyzing state legislation and regulations and assisting the Director in developing strategies and tactics to support State Component initiatives. The State Affairs Associate will work with the Senior State Affairs and Pain Medicine Manager on scope of practice, title misappropriation, anesthesiologist assistant, and economic advocacy matters, the State Affairs tracking service, and additional topical responsibilities as assigned.
Primary Position Responsibilities:
- Continuously review, identify, monitor and analyze introduced state legislation and proposed regulations as well as assist in coordinating the department’s response.

- Serve as departmental subject matter generalist on state-level legislative agenda issues and additional topical responsibilities as assigned.

- Respond to member and state component society requests regarding state legislation, regulation, and related issues.

- Assist Director of State Affairs and State Affairs Manager in identifying opportunities for proactive legislative and regulatory initiatives.

- Perform 50-state legislative/regulatory reviews of enacted laws / adopted regulations and related research, as needed.

- Advance ASA’s state legislative and regulatory agenda through written communications as well as advocacy materials such as issue summaries/briefs, advocacy toolkits, testimony, and comment letters.

- Develop relationships with the medical community in order to create opportunities for coalition building.

- Work with the Director of State Affairs and Senior State Affairs and Pain Medicine Manager to develop state policy agenda and strategies.

- Assist in planning the biannual State Issues Forum and other activities related to ASA’s Legislative Conference and Annual Meeting.

- Update the State Advocacy web page.

Position Qualifications:
- Bachelor’s degree in political science, public policy or related field preferred. J.D. from an accredited university preferred.
|
- Minimum of 3 years experience in state affairs, including state legislative and regulatory processes required. Knowledge of state health care issues necessary.

- Prior analysis of state legislation and regulations required. Scope of practice experience preferred.
|
- Experience monitoring state legislation and regulations via State Net or similar tracking software, conduct research, preferably utilizing Westlaw.

- Strong legal and legislative research and writing skills.
|
- Proficient in Microsoft Office applications and other productivity focused tools.

ASA conducts market analysis of its positions, ensuring the compensation is comparable with jobs of the same level, skills, and abilities. Additionally, ASA believes in the importance of pay equity and consider internal equity of our current team members as part of any final offer. ASA strives to be transparent with our pay practices both internally and externally.
Position Compensation:
This position is an exempt/salaried position. The target hiring pay range for this position is: $75,000 to $95,000 annually (or approximately $38-$48/hour). This position is not eligible for a yearly bonus/incentive.
Compensation decisions consider a wide range of factors, including but not limited to relevant experience, skills, certifications, business needs, and organizational policies.

Environment:
While performing the duties of this job, the employee regularly works in an office environment with light noise. Work may be frequently interrupted. The employee will spend most of the workday sitting, computing, and talking/hearing. May require lifting (boxes) in the 10-25 lb. range requiring the ability to bend at the waist and knee.
